Should the National Guard be called in response to increased violence?

With major cities experiencing increased violence, there are many asking for government officials to call in the National Guard. So is this a good idea?

There have been many instances in which the National Guard has been called in to assist with State matters. In Pittsburgh, the National Guard was called to patrol the streets after a snow storm. In New York, National Guard troops patrolled Times Square on New Years. Recently, Chicago has been experiencing a high volume of crimes.

Should National Guard troops be pulled from a war halfway around the world to assist in State matters?
